I've never had Applebee's Fried Cheesecake, but one description I've seen of how it's made is:

Take a piece of cheesecake, wrap it in a tortilla, deep-fry it, then serve it with a strawberry topping and a scoop of vanilla ice cream.

I think it may be as simple as that. I've read that NY Style Cheesecake is used. You may want to post your request to the Copycat Test Kitchen - someone there may have made it before.
