Manicotti using uncoooked manicotti

1 lb extra-lean gound beef
1c chopped onion (l large)
2 cloves garlic, crushed
1 can (28 ounces) spaghetti sauce
1 cup water
2 cups sliced mushroom or 8 ounce can
1/4 cup chopped fresh parsley
1 tbl chopped fresh or 1 tsp dried basil leaves
1/4 tsp salt
2 cups low-fat cottage cheese
1/3 cup cup grated Parmesan cherese
1/4 tsp pepper
1 pkg. frozen chopped spinach, thawed and well drained
14 uncooked manicotti shells
2 tsl Parmesan cheese

Heat oven to 350. Cook ground beef, onion, and garlic, stirring until beef brown; drain. Stir in sauce, water, mushrooms, parsley, basil, and salt. Heat to boiling and reduce. Simmer 10 minutes, Spoon 1/3 of mix into ungreaased 13X9X2 baking dish. Mix cottage cheese, 1/3 cup Parmesan cheese, pepper and spinach. Fill shells with spinach mixture; place shells on beef mixture. Pour remaining beef mixture evenly over shells, covering completely.Sprinkle with 2tbl of parmesan. Cover and bake about 1 1/2 hours. Can be made without beef.
