the barley malt and water part is to be done after the dough is made .you put the formed bagels in the water for the time mentioned.itb will make the bagels golden brown and gives them a crist crust.it is done right before you bake them.those ingre are not put in the dough janet anfd as for the kosher salt it is a really coarse type of salt used in koshring meat and poutry and in pickling
