you have two amounts of water the first one 1 3/8 cups water is your liquid in the recipe and the 2 amount of water is 2 quarts to be used with the barley malt syrup for the boiling bagels part.you have to make sure the barley malt is the type used as sweetner and NOT the type for brewing beer because the bear type it bitter.it is sold in health food stores
