Peanut brittle and toffee are different, but what you describe with the nuts in it and chocolate on top sounds more like toffee than peanut brittle, but I think its a good idea to make it with chocolate on top. The peanut brittle recipe I posted with so much butter in it would make it more like a toffee than a peanut brittle, which I believe traditionally has a lot less butter in it than mine calls for.
