Hi Juanita;
I just brown the hamburger, then sprinkle the flour, salt and pepper in and stir well to mix the flour into the grease and brown the flour a little bit. Then slowly add your milk, stirring constantly until it's the consistency you want. I use canned evaporated milk for this and for sausage gravy, seems to give it a richer taste.
