If you do a search for "swedish meatballs", you'll find a bunch of really good recipes. I tried searching for "swedish meatballs evaporated milk", but didn't find an match. The first item to come up, though, was a recipe that used half & half in the sauce. You could substitute evaporated milk for the half & half and it might be close to what you're looking for.
