We haven't found the exact recipe you're looking for, but here's a layered fudge recipe using sweetened condensed milk that gives the basic procedure. If you don't find your recipe, I'd try substituting butterscotch chips for the vanilla candy coating chips in this recipe and, of course, omitting the peppermint extract.
Layered Mint Chocolate Fudge

Makes about 1 3/4 pounds
1 (12-ounce) package semi-sweet chocolate chips
1 (14-ounce) can EagleŽ Brand Sweetened Condensed Milk (NOT evaporated milk)
2 teaspoons vanilla extract
6 ounces vanilla-flavored candy coating*
1 tablespoon peppermint extract
Green or red food coloring, optional
In heavy saucepan, over low heat, melt chips with 1 cup Eagle Brand; add vanilla. Spread half the mixture into wax paper-lined 8- or 9-inch square pan; chill 10 minutes or until firm. Hold remaining chocolate mixture at room temperature.
In heavy saucepan, over low heat, melt candy coating with remaining Eagle Brand (mixture will be thick). Add peppermint extract and food coloring if desired.
Spread on chilled chocolate layer; chill 10 minutes longer or until firm. Spread reserved chocolate mixture on mint layer. Chill 2 hours or until firm.
Turn onto cutting board; peel off paper and cut into squares. Store loosely covered at room temperature.
*Also called confectioners' or summer coating.
