Here are two versions that look similar to what you describe.
Potato Salad 1 Makes 6 servings
5 med. red skin potatoes, cooked, peeled & diced 3/4 cup chopped celery with leaves 1/2 cup sliced radishes 2 green onions, sliced thinly
1/2 cup light mayonnaise 1 tsp. dry mustard powder 1 tbsp. sugar 1/4 tsp. pepper 1/4 tsp. turmeric 1/2 tsp. celery seed (optional)
2 1/2 tbsp. white vinegar 3 tbsp. skim milk
Combine vegetables and mix well. In a small bowl, mix mayonnaise and spices. Add vinegar and milk; mix well. Combine with potato mixture, stir well and chill before serving.
Potato Salad 2 Makes 4 servings
2 1/2 cups cubed cooked potatoes 1 tsp. sugar 1 tsp. vinegar 1/2 cup chopped green onion Sliced radishes 1 tsp. salt 2 hard cooked eggs 1 tsp. celery seed 3/4 cup mayonnaise (not salad dressing)
Boil potatoes in jackets. While still warm, peel and slice. Pour sugar and vinegar over potatoes. Add onions, radishes, salt, celery seed and mayonnaise and mix. Gently stir in hard cooked eggs.
