Hopefully someone will have the recipe from the 1949 edition. Here's a recipe for oatmeal refrigerator cookies from the 1977 edition that may be similar:

Oatmeal Rounds
From: Better Homes and Gardens New Cook Book, 1977
Makes 6 dozen

1 1/2 cups sifted all-purpose flour
1/2 teaspoon soda
3/4 teaspoon salt
3/4 cup brown sugar
1 1/2 cups quick-cooking rolled oats
1/2 cup shortening
1/2 cup butter or margarine
1 teaspoon vanilla

Sift together flour, soda, and salt; stir in sugar and oats. Cut in shortening and butter till crumbly. Combine 2 tablespoons cold water and vanilla; sprinkle over mixture, tossing lightly till moistened. Shape in rolls 2 inches in diameter. Wrap in waxed paper chill. Slice thinly. Bake on greased cookie sheet at 350F for 8 to 10 minutes.
