I have all the bound indexed copies of the magazine, It premiered in 1993 and the recipes in them are recipes their test kitchen has developed or worked to improve, not by guest cooks. That said, I did do a look just to make sure.

There was a magazine in the 80's called Cook's Magazine. Do you think that could be the magazine that had your recipe? I have a couple of cookbooks from that and there are a lot of recipes in it that give credits to guest cooks, however, no frozen chocolate mousse torte or recipe attributed to Maida Heatter was in either of them. The only recipe I found on the net was the one Meg posted.
