I remember that frosting, too - I used to love it and I believe it's called 7-Minute Frosting or Boiled Frosting - it goes on thick and creamy and after it dries and cools it develops a sugary, crusty crunchy layer.

I think if you put in a search here you'll find a recipe for it, I don't have one to help you out.
