The little oval seeds you are talking about are cumin seeds. That cheese dip is my favorite too. I don't know about the little red specks though. My family makes one like it, but I don't have the recipe written out because I made it so much, I no longer measure. My hint would be to use a flour/butter base, add mild cheddar, then add lots of cumin seeds, paprika, chili powder, plenty of garlic salt, minced onion, and some dry mustard. I have seen recipes for this dip using ketchup and worscestershire, but I don't think they're as close. By the way, ground cumin (comino) will not work for the cumin seeds, but I don't know why. Follow up if you want the recipe I have with measurements and I'll dig it out.
