You can buy the Tazo Chai concentrate at most Starbuck's (the drive-thru one by me is too small to stock it) for $4.95 a 32 oz box. If you mix that in a blender with equal amt. of cream, or 1/2 & 1/2 (I use fat free) and some ice, you'll get a reasonable facsimile of the chai frapp. It's not exactly the same because their "creme" is a mix they use. If you want to, squirt a little whipped cream in and blend too. It makes it a little richer tasting. Top w/whipped cream and cinnamon and it's pretty close. It satisfies the craving.

I've gotten used to just chai and ff 1/2 and 1/2 over ice at home, but I still splurge at Starbuck's! I've been addicted to these for months now and I've tried to learn as much about them as I can. I found out the "creme" was a mix when I went in late one night to get a frapp and they told me they didn't have any of the creme stuff left; that it would take 20 minutes or so to mix and get it right. I guess it has to sit for a while after mixing.
