Yes, there is a very important indg missing. There needs to be baking powder (2 tsp) in the batter for it to rise to the top. My grandmother had been making this recipe for at least 50 years and shared it with her church and ever since then it has been shared all over with variations that didn't always work - or as in this case - a missing indg. Hope this helps as it's a very quick and easy (and delicious) recipe that I have had the "luxury" of enjoying all my life - always served at a visit to Grandma's and then eventually in my own kitchen to my own family.
