It is possible that the cookie sheet would shield the bottom of the pie and would allow the top to get done before the bottom. This would be especially true if the cookie sheet is insulated as many are now. Also maybe placing a pie on the top rack may cause the top to get done first. Another consideration may be the type of pie pan used.
