I don't think I've ever had the cookies you're talking about, but these sound like they might be similar:

LEMON TEA COOKIES

1 cup flour
1/2 cup corn starch
1/2 cup powdered sugar
2 tbsp lemon rind, grated
3/4 cup butter, softened
1/2 tsp. lemon extract or vanilla

Combine flour, corn starch, icing sugar and lemon rind in large bowl. With large spoon, blend in butter. Work with hands until a soft, smooth dough forms.

Roll dough to 1/4-inch (5 mm) thickness.

Cut into shapes with cookie cutters. Place on ungreased baking sheets. Sprinkle with sugar, if desired.

Bake at 300°F for 15-20 minutes, or until edges are lightly browned. Remove from sheet; cool completely.

These can be shaped into small balls and flattened if you don't want to mess with the rolling out.
