My personal preference is a Presto 22 quart with a dial gauge. The larger size canners allow you to stack jars. Use a rack between the layers for proper air circulation. I got a good rack for 99 cents at a thrift store.
Some people prefer a weighted gauge. There are pros and cons against each. With a dial, I like to watch the pressure. The only thing is, they do need to be tested,normally at your county extension, each year before use. Plus, sometimes you need to buy a new one. Some folks like the weighted ones because they like to be able to just listen to how many times it jiggles for proper pressure.

All American is another great brand. They have a dial. They do not need a rubber gasket like a Presto, though. They have a series of metal bolts you tighten down. Some folks like not having to replace a gasket. (I have only needed to replace mine once in about 28 years.) With both these brands replacement parts are fairly easy to find, especially on the web. Mirro is another brand some people like.

Sometimes you can get good used canners at garage sales, thrift stores, and online auctions like ebay.
I actually have both the 22 quart dial gauge Presto and a smaller older Presto with a dial gauge I got at a garage sale. I can use both of them on the stove at the same time.
