You can safely can ground beef, but it must be pressure canned. I don't know what exactly you put in goulash, but to safely preserve something, the recipe needs to come from a safe, reliable canning source. The Ball blue book or one of the food safety sites or your county extension office have safe information. So much of the info posted on the web is unsafe to follow. I can give you a recipe and method for canning ground beef.
If it contains any pasta, rice, things like that, then it will not be able to be canned. Also, nothing low acid may be thickend prior to canning, either.
