Hope this is the recipe:
Caramel Bars
Mix together: 1 box German chocolate cake mix 1/2 cup oil 1 1/2 cup water 1/2 can Eagle Brand Sweetened Condensed Milk
Pour half the batter in greased 13x9-inch baking pan and bake for 20 to 25 minutes at 350.
While baking, melt 1 pound of caramels and combine with remaining 1/2 can Eagle Brand Sweetened Condensed Milk. Pour over cooked cake.
Sprinkle with 1 cup chopped nuts (I toast mine first). Pour remaining cake batter over the top.
Bake another 20 or 25 minutes at 350.
When cool ice with Frosting:
Melt 2 sticks oleo, add 1 box confectioners sugr, 1/3 cup cocoa, 1/2 cup pet milk, 1 tsp. vanilla, and 1 c. chopped pecans
