From the Western Mexican Cook Book:
1/2 cup red chile powder
2 1/2 cups water
1 tbsp. lard or oil
2 tbsp. flour
1 tsp. salt
2 cloves garlic
Fry the garlic in the lard or oil and remove. Brown the flour in the oil. Add the chile powder and water; add the salt.
