That's a tough one! None of these "shinise" (businesses that's been around for more than a century) give out their recipes, guarding them for the classified trade secrets they are, especially ones that are as famous as those making Yatsuhashi senbei's -- that's why they become must-have items to begin with....
I wouldn't even know where to begin, but if I were you, I'd start with a recipe for Chinese fortune cookies (they can be found on the web -- I believe my friend Jo-Ann posted her recipe at www.orientalfood.com) for the similar texture, and make my own adjustments such as using mochiko flour, kinako (ground soybeans) and dark Japanese sugar (kurozato) and/or molasses.
If I get lucky, I'll let you know right away. But somehow, I just don't think a recipe can be obtained.....
