What you're looking for is a recipe for "queso fundido" or "queso blanco" dip. There are many recipes on the internet and many variations.

I have a simple recipe from "Betty Crocker's Mexican Cookbook"

Chile Con Queso (Chiles with Cheese)

1 cup shredded Monterey Jack
1 4 oz. can chopped, green chiles, drained
1/4 cup half and half
2 Tbls onion, finely chopped
2 tsp ground cumin
1/2 tsp salt

Heat all over low heat, stirring constantly, until cheese melts. Serve with tortilla chips.
