Reynolds Color Plastic Wrap inside a paper party hat. Fill party hat with small sugar cookies. Gather plastic wrap together at top of cookies. Twist plastic wrap to seal and tie with ribbon. Attach a small toy to the ribbon. Fluff ends of plastic wrap. Arrange favors at each child's place at the party table. Each child can wear the hat and take home the party favor of wrapped cookies.
For additional party favors, place small cookies or candies on a 12-inch sheet of plastic wrap, gather plastic wrap together at top and tie with ribbon.
