I think "COOGAN" is correct because I had a friend many years ago from the midwest who's mother made it during her childhood (that must have been 40 or 50 years ago). I observed her mother making it once when she visited the east coast as an older woman. I remember the spelling of Coogan. It was a dough that had a whole can of sweetened condensed milk poured over it. It was very sweet. I don't currently have the recipe but I might be able to find it with some looking. It is 2008 at this writing.
