Place tortilla sprayed side down and top with half of the black beans and 1/4 cup of vegetable-spice mixture. Add half of the pepper strips and cover with 1/4 cup of the grated cheese. Place second tortilla on top to create a "sandwich." Lightly spray the second tortilla with non-stick cooking oil. Place quesadilla on grill and allow one side to brown 4 to 5 minutes. Carefully flip quesadilla and brown the other side for a few minutes. When cheese is melted through, remove quesadilla and allow to cool slightly and cut into 1/4 wedges. Serve with your favorite salsa.
