ISO: What is a Chew?

I'm curious. I have a new cookbook, Treasured Recipes from the Charleston Cake Lady, and there's a recipe for Charleston Chews. What is one? It doesn't sound like a caramel because although it does contains an entire box of dark brown sugar, it also contains self-rising flour. A bar or a candy? Has anyone made these?

Thanks for any help. I've been searching my other cookbooks for a definition of a chew, but so far have come up emptyhanded.
