My Russian cookbook "Please to the Table" by Anya von Bremzen etc., gives the recipe for "Russkiy Chay" (Russian Tea) as follows:-
Loose tea leaves, preferably Ceylonese or Indian
Very thin lemon slices
Sugar cubes
Assorted fruit preserves, preferably Swedish or Eastern European raspberry;
black currant, cherry, or lingonberry

1) Bring a kettle of fresh cold water to a boil. Remove it from heat and allow it to stand for 2 minutes. Rinse out a small teapot with a little of the boiling water just to heat it.

2) Add 2 teaspoons of loose tea leaves per cup of water, then fill the pot with the desired amount of water, making sure that there is enough water left in the kettle to dilute the "zavarka". Stir the tea quickly and let it brew under a tea cozy (towel will do) for 4 - 5 minutes.

3) Pour the desired amount of "zavarka" through a strainer into each cup or glass (this should be done in front of the guest) and dilute with hot water. Serve the tea, accompanied by thinly sliced lemon, sugar cubes, and preserves.

The Russians have been known to put a piece of sugar (hard) candy onto a teaspoon and dip it into the hot tea (probably in lieu of sugar cubes as sometimes they are hard to find). Hope this is what you're looking for. Lorelee/TX
