ISO: Hough Bakery's Chocolate Chip Cookies

My mom used to take me to Hough Bakery in Parma every Saturday. They had the best chocolate chip cookies. The cookies had a sugary/powdery exterior and were slightly crisp/tender, not like a typical chocolate chip cookie. They sort of dissolved on your tongue. Anyone have that recipe?
