If you are going to make a buttercream frosting you can decorate with a pastry bag and tip and make the dots from icing or cut them out of fondant. You can buy fondant at Michaels or AC Moore or probably most craft stores- follow the directions- roll out thin and cut shapes. Then put onto cake (press lightly onto soft icing).
I cover my cakes totally with the fondant that I have colored (although you can purchase colored fondant) and I flavor it also. It makes a nice finished look, but I do prefer a buttercream icing for taste.
