Judging by the ingredients you listed, I think you are referring to Wacky Cake.
There is a Dump cake recipe, but it uses cake mix, crushed pineapple and cherry pie filling. Here is the wacky cake recipe.
WACKY CAKE

1 1/2 cups flour
1 C sugar
3 T unsweetened cocoa, stirred before measuring to remove lumps
1 t each baking soda, baking powder and salt
5 T oil or melted butter or margarine
1 t each vanilla and cider vinegar
1 C warm water

In ungreased 8x8-inch pan combine well flour, sugar, cocoa, baking soda, baking powder and salt. Make three holes in mixture; pour oil into one, vanilla into another and vinegar into the third. Add warm water and mix until well blended. Bake in preheated 350 degree oven 35 to 40 minutes or until toothpick inserted in center comes out clean. Serve as is or frost with favorite frosting or can place lace doily on top and sprinkle with powdered sugar.
