ISO: Cookie Icing

Sorry, I know there are a million posts and recipes but I am unsure of what to use. I will be making cross shaped cookies and frosting them and placing them on cellophane bags for favors. What icing is best so it dries and won't stick to wrapping but are not rock hard? I have heard of thinned royal, and color flow. I know "ice a cookie" is good, but would like the icing homemade (cheaper). Also, do I use royal icing for decorating over it? Any good recipes for rolled cookie dough and the icing will be greatly appreciated.
