I don't know if this was ever served in school cafeteria, but I make it everyonce in awhile:

Brown in large skillet:
1 - 2 # hamburg (depending on how many you want to serve)
1 good sized onion, diced
sliced mushrooms (optional)
When above is browned then add:
Water to which beef base (a little - it's salty) is stirred in, to just cover the meat mixture.
Add some jarred garlic to taste
salt/pepper to taste

Then cover and let simmer for 45 minutes or so. The longer, the better.
You can add a little more water towards the end if it seems to be getting too dry. Then, thicken with cornstarch/cold water mix or flour/warm water whichever thickening agent you like working with best.

Serve over mashed potatoes - If you're REALLY in a hurry, you can use those new flavored mashed potatoes, especially good are the Garlic flavored ones, but make them a little drier than the box calls for.
