They are called flour or cereal beetles

They tend to get into mixes and flour and other thing in the warehouse. They are not harmful just an annoyance. In a pinch sieve them out with a fine sifter (a regular flour sifter is not fine enough) If they are in your pantry there are a few ways to handle of them. The easiest is put sticks of spearment gum, still wrapped on the shelves. To protect what you get and kill the eggs either heat it in the oven 300 for 1 hr. or put it in the freezer for at least 24 hrs. Paint on herbisides are the safest to use. paint them arount the edgeds of the shelves paying special attention to the corners.
