ISO: Iranian Meatballs made with Fried Red Cabbage

I was once served tiny ground beef meatballs by some Iranian friends (many years back) that were delicious served with rice. All I can remember is that they fried red cabbage and mixed it in with the tiny meatballs and I believe they included tarragon. I have searched over and over for this recipe. Can anyone help? I've lost contact with my student friends.
