I am making the assumption that it is sticking on the sides and
possibly the top, because the bottom layer is usually sauce.
Couldn't you just use a vegetable spray on the sides of the foil,
and on the top piece of foil before you place it in the oven?
If you use toothpicks, remember they are wood & need to be soaked
in water prior to putting in the oven, so they don't burn.

And I don't think my recipes call for reheating with the recipe
covered. Is it totally necessary to keep the recipe covered the
whole time it is in the oven. Maybe you could keep it covered
for a shorter time.
