Recipe(tried): Dividing/moving perennials in Alberta
Misc.2 options for dividing &/or moving perennials in Canada Zone 3: early spring or late summer.
How to tell a perennial needs dividing? They start going bald in the centre, especially Iris. Lift, divide into 3 or 4 parts; replant using transplant fertilizer; cut-back top growth leaving 8-12" of leaf (this encourages root development). Water adequately. Caution on doing this in the fall here: make sure you leave enough time, 6+ weeks, for plants to re-establish before light frost.
Hostas: I've moved them any time. Early spring when growth is 3-8" tall is best as you don't damage the leaves.
Peonies: early spring when growth is still short, prevents foliage damage. May lose blooms for that one season. Fall time is also ok.
Caution on fall transplanting in colder zones:
It is important to transplant as early as possible so roots have a chance to 'take root' in their new locale. Failure to do so will result in plants being heaved out of their planting holes by freeze-thaw cycles we have (voice of experience) and increases mortality rate.
