ISO: Curly Bamboo plant

I have a curly bamboo plant in my office, and i have it in stones, and in a fairly small flower vase. Everyone is telling me it needs sunlight and it wont grow without it, and that the stones in the plant will keep the roots from growing. The plant really does not look so good. How can I care for my curly bamboo plant?
