ISO: Freezing beans and sugar snap peas

I have a problem with my green or wax beans and sugar snap peas coming out of the freezer very tough, almost woody. (They're fine when we eat them fresh.) I blanch them for about 1.5 minutes and dry them before freezing. Has anyone any thoughts about why they come out tough?
