ISO: Help with frugal diabetic recipes

My husband is diabetic and I need frugal recipes that he can eat. My son and I love the many recipes I've seen with beans, rice and pastas, but they don't work well for a diabetic's menu. We do use some of those recipes, but his blood sugar rises too much. We have a garden and that will be producing soon, so we will have lots of veggies, but I can't stretch our grocery budget to include all the meat, fish and fresh fruits & veggies recommended. Any ideas for us?
