ISO: hisbiscus insect problem

Misc.
I continue to have a problem with insects on my hibiscus plants. All of the buds keep dropping off the stems before the bloom. A nursery told me to try a Bayer product called "All In One". I did but the problem keeps coming back.

Anybody out there have any suggestions?
