ISO: Is there a trick to packing tomatoes in mason jars?

I went through the instructions step by step in the blue ball book of canning. I tried Tomatoes Packed in Own Juice (raw pack) the tomatoes looked beautiful until they came out of the water bath.. The tomatoes are all floating with about 2 inch space of liquid at the bottom of the jars.. Some jars have tomatoes at the top not covered in juice.. What did I do wrong? Second I tried a Hot Pack pretty much the same results. Can I redo the tomatoes?
