ISO: Is white chocolate considered chocolate? Heard it was not on the food network!

I would like to know if any one know if white chocolate is considered chocolate? I heard on the food network that it isn't considered chocolate because it has no cocoa powder in it. However wouldn't it be made from cocoa butter?
