ISO: Jars not sealing

Misc.
I am a novice canner, and have been having a hard time getting all of my jars to seal after filling them. I use good jars and rings, new lids, warm jars & lids, remove air bubbles, and moisten the jar rim, but I only get about half of a batch of jars to seal. Any suggestions?
