ISO: Lucky Bamboo - can you use both soil and stone in the same pot

I have just received a Lucky Bamboo as a gift and it is planted in see-through glass vase with soil at the bottom and stone on top. After reading all the tips on care I haven't seen anything that states there can be both soil and stones in a pot. What should I do? Should I just have soil or stone.
