ISO: Mexican Dip (Not 7 layer version)

I am looking for a recipe for a dip that I have had. It is layered in the following way (I need help with the ingredients for the bottom):

bottom - cream cheese mixed with ingredients to make it spicy. I think Old El Paso Nacho cheese dip (the powder you mix with water to make cheese)is in it and who knows what else!!

rest of the dip - salsa, green onions, and cheddar cheese.

This dip is awesome and would love the recipe if someone out there has it!!
