ISO: mincemeat cookies with homemade mincemeat

My mom used to make her own mincemeat with raisins, walnuts, apples and orange zest. Does anyone know a recipe for mincemeat with these ingredients?

She then made a filled cookie using the mincemeat. The cookie had a rectangular shape and it was folded over, showing the mincemeat. She would sprinkle powdered sugar over them. They looked very rustic.

I am sure this recipe originated in the 40's or 50's. I would love to be able to duplicate it.
