ISO: Panchos Mexican Buffet Chilli Rellenos

My family loves the chilli rellenos at Panchos Mexican Buffet. Unfortunately, There are no Panchos resturates within 800 miles of Cheyenne. Does anybody have a recipe for batter similar to that used by Panchos? I describe it as a golden corn colored, corn flavored batter that must use baking powder or soda since it is quite thick and almost spongy.
