ISO: Peanut Butter Bars

I am looking for a recipe for "Peanut Butter Bars" similar to the kind sold by the EconoFoods Bakery in Marquette, MI. These bars are excellent and unfortunately I live to far away to get them regularly (and they won't share the recipe). The ingredients off of the package are: brown sugar, butter, powdered sugar, butterscotch chips and chocolate chips. You will notice that peanut butter is not an ingredient. The bars have a peanut butter looking type bottom and are covered with a chocolate coating. Very good.

I have not been successfully playing around with the ingredients to come up with a good result. I hope someone out there has a wonderful recipe like this. Thank you.
