ISO: Rosemary gardening question

I have a Rosemary plant in a very large container. About a 25 gal size. Ocassionally it gets some white foamy looking stuff on it. It goes away in a day or two then appears on another place. Does anyone know what this stuff is and is it harmful? After it goes away, there is no damage on the plant and you cannot tell it was there. Thanks, lee
